Owners should pre-pay for the following fantasy hockey season in an effort to reduce league turnover. This would deter people from dropping out or making in-season moves detrimental to the future of their teams and would be more enticing to new owners to join with a free season.

If an owner does not set their roster for two consecutive weeks (not all active players in their starting lineup), they will forfeit their 6th round pick in the following draft. For multiple violations, the draft pick would increase in severity (5th, 4th, 3rd, etc).

Any non-playoff team will be entered into a draft lottery to prevent tanking. The odds for first overall would be as follows: 12th = 50%, 11th = 30%, 10th = 15%, 9th = 5%. Draft lottery would be held prior to keeper deadlines.
