How would you be interested in the idea of provinces being dynamic "hot zones" - Each province has a Ghost Activity meter. As the meter fills based on how often the Ghosts are spotted, how many enemies are killed, or how many enemy strongholds are cleared, the level of difficulty is raised in that province. "Hot zones" are immediately cooled down if the Ghosts die. If the Ghosts leave the province, the meter gradually drops.
