Which character is going to actually start the process of bringing Penny back? (Basically, who's going to actually say "We can bring her back/We're going to bring her back!" first? Because I don't think anyone in-universe is thinking that at the start of V9, so it has to start with someone. Unless Penny already has a plan to bring herself back.
