Request the boat to beach itself at the nearest shoreline.

Swim out to their boat, and search the inventory.

When should you fire your weapon at a suspect?

When I have suspicion the suspect has weapons.

When I have reason to believe they may harm me.

When I have reason to believe they pose an imminent threat to myself or others.
