The World Anti-Doping Code is the most widely accepted sports code with over 700 sport organizations in compliance including the IOC. Organizations that sign this code are required to comply fully with the code, and undertake acceptance, implementation and enforcement (WADA). One of the biggest purposes of the WADA is to prevent the use of performance enhancing drugs mainly, anabolic steroids. Steroids are popularly associated with doping by elite level athletes to increase athletic performance. This includes testosterone, which is prescribed to many transgender individuals to make their transition from female to male.

I was aware that the advantages of circulating testosterone including strength, muscle mass and hemoglobin circulation are induced or reversed after 12 months of suppression
Yes
No
Prior to puberty there is no difference in circulating testosterone or athletic performance between boys and girls, however after puberty men produce over 15 times the amount of testosterone than women do.
These dichotomies largely account for the sex differences in muscle mass and strength and circulating hemoglobin levels that result in at least an 8% to 12% ergogenic advantage in men
Testosterone is directly responsible for increased muscle mass, strength, bone density, bone size, and circulating hemoglobin.
