Our international tours usually happen every 3 years. This allows time for our members to save money between trips. The cost is somewhere around $3000 for an international tour, not including flights. If we were to start considering tours closer to home that cost around $1500-$2000, which of the following makes the most sense?

The "closer to home" tour should be in one of the 'off' years-keeping the international tours every 3 years.
